Parivahan Sewa & Sarathi Parivahan Overview
The Ministry of Road Transport & Highways (MoRTH) has digitized RTO services through two core portals: SARATHI (for Driving Licences) and VAHAN (for Vehicle Registration). Together, they form the Parivahan Sewa ecosystem.
Difference Between SARATHI and VAHAN
SARATHI Portal
Dedicated to Licence Services. Handles Learner's Licence, Driving Licence, Conductor Licence, and Driving Schools.
VAHAN Portal
Dedicated to Vehicle Services. Handles Registration, Fitness, Tax, Permits, and Ownership Transfer.
Licence-Related Services on SARATHI
Learner’s Licence (LL) Services
- Apply for Learner’s Licence Online: Submit your application via Sarathi without visiting the RTO (for Aadhaar-authenticated users).
- Learner’s Licence Test & Slot Booking: Book an appointment for the LL test if online testing is not available in your state.
- Learner’s Licence Status Check: Track your application status using your Application Number.
- Download Learner’s Licence: Print your approved Learner's Licence directly from the portal.
Driving Licence (DL) Services
Once you hold a valid Learner's Licence for at least 30 days, you can apply for a permanent Driving Licence.
- Apply for Permanent Driving Licence: Fill the form, pay fees, and book a driving test slot.
- Driving Test Slot Booking: Select the date and time for your practical driving skill test.
- Driving Licence Status Check: Monitor every stage of your DL printing and dispatch.
- Download Driving Licence: Access digital copies of your DL via DigiLocker or mParivahan.
Driving Licence Renewal & Updates
- DL Renewal Online: Apply for renewal 1 year before or after expiry. (Re-test required if expired > 1 year).
- Duplicate Driving Licence: Apply if your DL is lost, torn, or mutilated to get a replacement.
- Address Change in Driving Licence: Update your residential address utilizing Aadhaar e-KYC.
- Name & Personal Detail Correction: Correct spelling mistakes or update personal details in official records.
- Add / Remove Vehicle Class: Add authorization for higher vehicle categories (e.g., LMV to Transport).
International & Special Licence Services
- International Driving Permit (IDP): Essential for driving in foreign countries. Valid for 1 year.
- Smart Card Conversion: Convert old paper-booklet licences to modern biometric Smart Card DLs.
Vehicle-Related Services on VAHAN
Vehicle Registration Services
- New Vehicle Registration: Typically handled by the dealer. Owners can track the RC status online.
- Temporary Registration: Valid for 1 month, used for transporting vehicles between states before permanent registration.
- Transfer of Vehicle Ownership: Mandatory process when selling or buying a pre-owned vehicle.
RC & Vehicle Detail Services
- Duplicate Registration Certificate (RC): Apply for a duplicate copy if the original is lost.
- RC Renewal Online: Mandatory for non-transport vehicles after 15 years (Green Tax applies).
- Address Change in RC: Update address when moving to a new residence within the same state.
- Vehicle Detail Correction: Correct errors in engine number, chassis number, or fuel type records.
Vehicle Tax & Fee Services
Pay your Road Tax (MV Tax) online to avoid penalties. You can also calculate standard taxes and verify payment status.
e-Challan & Traffic Services
- Check e-Challan Status: Verify if any traffic fines are pending against your vehicle number.
- Pay Traffic Challan Online: Pay traffic fines securely via the e-Challan portal to avoid court summons.
